Guidance for Visitors to the Frances Perkins Building

The U.S. Department of Labor and its employees have continued to fulfill its mission during the COVID-19 pandemic. For your safety and the safety of DOL employees and contractors, there are some building policies in place that all visitors should be aware of.

  • Before coming to the FPB, all visitors should conduct a health screening at home which includes checking for a temperature of above 100.4 degrees and considering the following questions:
    1. Are you currently experiencing any symptoms consistent with COVID-19?
    2. Have you taken any medication today to treat for these COVID-19 symptoms?
    3. In the past 14 days, have you been diagnosed with, or do you believe you have had COVID-19?
    4. In the past 14 days, have you been directed to self‐quarantine, self‐observe, or isolate by any medical professional or public health authority due to contact with an infected person, symptoms, or travel history?
    5. If you are not yet fully vaccinated, have you had in-person contact with anyone who has been diagnosed with COVID-19, tested for COVID-19, or who may have symptoms consistent with COVID-19, within the past 14 days?
  • In accordance with the Center for Disease Control and Prevention's (CDC) updated Interim Public Health Recommendations for Fully Vaccinated People issued July 27, 2023, and guidance from the Office of Management and Budget, all Federal employees, onsite contractors, and visitors to DOL facilities, regardless of vaccination status, must wear masks inside DOL facilities in areas of substantial or high community transmission. To find the community transmission levels by area and county, please visit the COVID Data Tracker, which is regularly updated by the CDC. Federal employees, onsite contractors and visitors who are not fully vaccinated must continue to wear a mask (also called a face covering) that covers the nose and mouth, as well as maximize physical distancing between themselves and others in accordance with current CDC and OSHA guidance, regardless of community transmission level.
  • There are physical distancing markers around the Frances Perkins Building to note one-directional foot traffic, markers for waiting, and reminders to practice hygiene etiquette to help limit the spread of COVID-19, as necessary.
  • Please note that fully vaccinated means that you are at least 2 weeks past your final dose of a 2-dose vaccine (Moderna or Pfizer-BioNTech) or 2 weeks past your single dose of the Johnson & Johnson Janssen COVID-19 vaccine.

Frances Perkins Building

The U.S. Department of Labor's (DOL) Frances Perkins Building is located at 200 Constitution Ave NW, on the northeast corner of Constitution Avenue and 3rd Street NW in Washington, DC. The Visitor's Entrance, referred to as the Fountain Entrance, is one block north of Constitution Avenue on 3rd Street NW at 3rd and C Streets NW. Due to limited parking in the area and traffic congestion, Metro is the easiest way to access the DOL Building.

Metro Directions

The closest Metro station to DOL is the Judiciary Square Metro Station on the Red line.

Take the Red line to the Judiciary Square station.

  • Exit the train platform in the direction of 4th Street NW.
  • Take the escalators to the street level, and walk straight ahead through a small plaza to the corner of 4th and D Streets NW.
  • Cross D Street NW and turn slightly left and follow the diagonal walk toward the west side of the large building which is the Frances Perkins Building.
  • Walk along the west side of the building to the Visitor's Entrance at 3rd and C Streets NW.

Driving Directions

From the North (I-270 South)

  • Take I-270 South and merge onto I-495 South toward Northern Virginia.
  • Take Exit 43 for VA-193 and George Washington Memorial Parkway.
  • Merge onto I-66 East toward Washington.
  • Cross the Theodore Roosevelt Bridge and take the Constitution Avenue NW exit.
  • The building is on the northeast corner of the intersection of 3rd Street NW and Constitution Avenue NW at 200 Constitution Avenue NW.
  • The Visitor's Entrance is at 3rd and C Streets NW, one block north of Constitution Avenue.

From the North (I-95 South)

  • Take I-270 South toward Washington.
  • Merge onto US-50 West (New York Avenue) via Exit 19B toward Washington.
  • Make a left onto I-395 South and go into the tunnel.
  • Take the 3rd Street tunnel exit and make a slight left onto 3rd Street NW.
  • The DOL building occupies the block on the left between D Street NW and Constitution Avenue NW on 3rd Street NW.
  • The Visitor's Entrance is at 3rd and C Streets NW.

From the South (I-395 North)

  • Merge onto I-395 North via Exit 170A toward Washington.
  • Take the D Street NW, exit toward U.S. Capitol.
  • Make a slight right onto C Street NW.
  • Turn right onto 1st Street NW.
  • Make a slight right onto Louisiana Avenue NW.
  • Make a slight right onto Constitution Avenue NW.
  • The building is on the northeast corner of the intersection of 3rd Street NW and Constitution Avenue NW at 200 Constitution Avenue NW.
  • The Visitor's Entrance is at 3rd and C Streets NW, one block north of Constitution Avenue.

From the West (I-66 East)

  • Take I-66 East into Washington, DC.
  • Cross the Theodore Roosevelt Bridge and take the Constitution Avenue NW exit.
  • The building is on the northeast corner of the intersection of 3rd Street NW and Constitution Avenue NW at 200 Constitution Avenue NW.
  • The Visitor's Entrance is at 3rd and C Streets NW, one block north of Constitution Avenue.

From the East (US 50 West)

  • Take US-50 West toward Washington, which becomes New York Avenue inside the District of Columbia.
  • Make a left onto I-395 South and go into the tunnel.
  • Take the 3rd Street tunnel exit and make a slight left onto 3rd Street NW.
  • The DOL building occupies the block on the left between D Street NW and Constitution Avenue NW on 3rd Street NW.
  • The Visitor's Entrance is at 3rd and C Streets NW.

From Washington DC Area Airports

From Ronald Reagan Washington National Airport (DCA)

  • Go North on the George Washington Memorial Parkway.
  • Merge onto I-395 North toward Washington, crossing into the District of Columbia), and follow the instructions above for From the South (I-395 North).
  • Via Metro: From the Reagan National Metro Station, take the Yellow or Blue line into Washington, DC, transfer to the Red line and follow the Metro instructions above.

From Washington Dulles International Airport (IAD)

  • Go East on the Dulles Access Road and merge onto VA-267 toward I-495.
  • Merge onto I-66 at West Falls Church, and follow the instruction above for From the West (I-66 East).
  • There is no direct Metro service from Dulles airport. The closest Metro station is Wiehle-Reston East on the Silver line. Shuttle or taxi service is available to the Wiehle-Reston East Metrorail station. Alternatively, take Metrobus Route 5A from Dulles to the Rosslyn Metro station on the Orange, Blue, and Silver line. From the Metro station follow the Metro instructions above.

From Baltimore/Washington International Thurgood Marshall Airport (BWI)

  • Go East on I-195 toward MD-295 South. Take Exit 2B toward Washington.
  • Merge onto US-50 West toward Washington, and follow the instructions above for From the East (US 50 West).
  • Via Metro: Take the BWI Express shuttle to the Greenbelt Metro station which connects to Metro stations throughout Washington, DC, and follow the Metro instructions above.

From Union Station (Amtrak, MARC, Metro, Virginia Railway Express (VRE))

  • In front of Union Station, exit heading west on Columbus Circle NE.
  • Take a slight left onto Louisiana Avenue NE which becomes Louisiana Avenue NW.
  • Take a slight right onto Constitution Avenue NW.
  • The building is on the northeast corner of the intersection of 3rd Street NW and Constitution Avenue NW at 200 Constitution Avenue NW.
  • The Visitor's Entrance is at 3rd and C Streets NW, one block north of Constitution Ave.
  • Via Metro: Union Station is located on the Metro Red line. Follow the Metro instructions above.

Parking

Public parking is not provided for visitors. Street and underground parking is available (charges may apply). Underground parking is accessible from Second Street NW off Constitution Avenue NW.

Security Access / Visitor Entrance

Visitors to the Department of Labor pass through airport-style security and should:

  • Use the Visitor Entrance located at 3rd & C Streets NW.
  • Remove laptops and other electronic devices from bags for security screening and logging for identification purposes.
  • Present a valid photo ID to receive a visitor badge.
    • Visitors with U.S. state-issued driver licenses that are not compliant with the REAL ID Act of 2005 should bring another form of acceptable government-issued photo ID. However, if visitors do not have a second form of acceptable identification, alternate access controls are available.
  • Know the name of the person or organization you are visiting, or the event you are attending.

On-Site Facilities

The cafeteria and post office are open to the public during their hours of operation Monday through Friday. Visitors must pass first through security screening before gaining access to the building. The hours of operation are:

  • Cafeteria: At this time, the cafeteria is currently closed.
  • Post Office:
    • 9 a.m. to 1:20 p.m.
    • 2:30 to 4:30 p.m.
